Stickin' with initials eh? Nice to meet you C. I've been learning english as a second language since I was 7 years old. Went to a local english course. Since then I've been studying through the internet and video games. What kind of help do you need? I reckon it doesn't involve rock n' roll.
Studying a language isn't about having it in the curriculum. It's about interest. Even if they put the language in the curriculum, as long as nobody has interest in it, it won't become a thing. My mom studied german and french in her middle school. She can't speak a damn thing.
Which elementary school did you went to? my cousins' surely don't have chinese in their curriculum. And you don't actually need to put a censor on the letter China you know, it's not like it's a derogatory term.

I learned English as soon as I was born ....I think, considering my birthplace were somewhere in another continent :3
Even so, that didn't prevent me from forgetting the language after I grew accustomed here in Indonesia. Heck, even my grammar score back in junior high was nowhere near decent. Eventually, I got the chances to familiarize myself with English through playing games like Pokemon, and reading relevant articles for tutorials or something, all in English
My point is, in order to learn more about English, you gotta have the interest. It could be from anything you like. Say, you got interest in the world of Naruto, try read about it in English like in Naruto Wiki. Or, maybe you like to watch movies? Try use an English subtitle. You could get to learn the culture of the English language that way. That's how I familiarize myself
Learning English?
As for myself, I never enrolled to any English course, but I did a lot of reading in English.
And in my church, sometimes the preachers are foreigner and speak in English. I only need to neglect whatever the translator said to sharpen my listening skill.
Well, but my grammar still sucks.

but when you talk about business.. you must have grammar and structur on your conversation

In my opinion, and experience, you'll depend more on your eye than your ears if you turn on subtitles.
If you're looking to learn a book or a text will prove more useful as it's easier to backtrack if you missed stuff. Just my way of doing things though, people have their own methods and effective ways of learning.
