    DUBAI - Kualat adalah situasi yang tengah terjadi di Amerika. Krisis ekonomi yang menghajar Negeri Paman Sam ini disebut-sebut balasan aksi serangan militer yang dilakukan ke Irak dan Pakistan.

    "Krisis ekonomi ini adalah salah satu akibat dari kebijakan bodoh Amerika yang menyerang umat muslim," ujar Ayman al-Zawahri, salah satu anggota Al Qaeda, dalam sebuah video yang dipostingkan pada sebuah situs Jumat (28/11/2008) waktu setempat, seperti dikutip Reuters, Sabtu (29/11/2008).

    Menurutnya, Amerika batu bisa terhindar dari jurang resesi jika mereka menghentikan perang-perang yang merugikan banyak orang.

    "Amerika bisa saja lolos dari kekelahannya, jika mereka tidak menumpahkan darah umat di dunia dengan serangan-serangan yang tidak manusiawi," ucap Zawahri, saat ditanya oleh kameramen setempat.

    Al Qaeda, menurutnya, mengutuk serangan-serangan yang dilakukan Presiden George W Bush.

    "Saya menantang Bush, jika kamu benar-benar jantan, maka kirimlah seluruh pasukan Amerika ke Pakistan dan mereka akan berakhir di neraka," pungkasnya. (rhs)

    WASHINGTON — The cost of the wars in Iraq and Afghanistan could total $2.4 trillion through the next decade, or nearly $8,000 per man, woman and child in the country, according to a Congressional Budget Office estimate scheduled for release Wednesday.

    A previous CBO estimate put the wars' costs at more than $1.6 trillion. This one adds $705 billion in interest, taking into account that the conflicts are being funded with borrowed money.

    The new estimate also includes President Bush's request Monday for another $46 billion in war funding, said Rep. John Spratt, D-S.C., budget committee chairman, who provided the CBO's new numbers to USA TODAY.

    Assuming that Iraq accounts for about 80% of that total, the Iraq war would cost $1.9 trillion, including $564 billion in interest, said Thomas Kahn, Spratt's staff director. The committee holds a hearing on war costs this morning.

    "The number is so big, it boggles the mind," said Rep. Rahm Emanuel, D-Ill.

    Sean Kevelighan, a spokesman for the White House budget office, said, "Congress should stop playing politics with our troops by trying to artificially inflate war funding levels." He declined to provide a White House estimate.

    The CBO estimates assume that 75,000 troops will remain in both countries through 2017, including roughly 50,000 in Iraq. That is a "very speculative" projection, though it's not entirely unreasonable, said Loren Thompson, a defense analyst at the non-partisan Lexington Institute.

    As of Sept. 30, the two wars have cost $604 billion, the CBO says. Adjusted for inflation, that is higher than the costs of the Korea and Vietnam conflicts, according to the Washington-based Center for Strategic and Budgetary Assessments.

    Defense spending during those two wars accounted for a far larger share of the American economy.

    In the months before the March 2003 Iraq invasion, the Bush administration estimated the Iraq war would cost no more than $50 billion.

    WASHINGTON -- A new congressional analysis shows the Iraq war is now costing taxpayers almost $2 billion a week -- nearly twice as much as in the first year of the conflict three years ago and 20 percent more than last year -- as the Pentagon spends more on establishing regional bases to support the extended deployment and scrambles to fix or replace equipment damaged in combat.

    The upsurge occurs as the total cost of military operations at home and abroad since 2001, including the wars in Iraq and Afghanistan, will top half a trillion dollars, according to an internal assessment by the nonpartisan Congressional Research Service completed last week.

    The spike in operating costs -- including a 20 percent increase over last year in Afghanistan, where the mission now costs about $370 million a week -- comes even though troop levels in both countries have remained stable. The reports attribute the rising costs in part to a higher pace of fighting in both countries, where insurgents and terrorists have increased their attacks on US and coalition troops and civilians.

    Another major factor, however, is ``the building of more extensive infrastructure to support troops and equipment in and around Iraq and Afghanistan," according to the report. Based on Defense Department data, the report suggests that the construction of so-called semi-permanent support bases has picked up in recent months, making it increasingly clear that the US military will have a presence in both countries for years to come.

    The United States maintains it is not building permanent military bases in Iraq or Afghanistan, where the local population distrusts America's long-term intentions.

    But for the first time, a major factor in the growth of war spending is the result of a dramatic rise in ``investment costs," or spending needed to sustain a long-term deployment of American troops in the two countries, the report said. These include the additional purchases of protective equipment for troops, such as armored Humvees, radios, and night-vision equipment; new tanks and other equipment to replace battered gear from Army and Marine Corps units that have been deployed numerous times in recent years; and growing repair bills for damaged equipment, what the military calls ``reset" costs.

    At least one lawmaker, referring to reports of equipment shortages in the war zones and at US bases where troops are training for combat, says some of the spending is misplaced. ``While we are spending billions in Iraq to build and maintain massive bases, we cannot [effectively] repair our abused equipment or replace it," US Representative Martin T. Meehan , a Lowell Democrat and member of the House Armed Services Committee, said in a statement.

    The Pentagon, which had previously made public its own estimate of operating costs, has not released up-to-date war costs.

    The Congressional Research Service report estimates that after Congress approves two pending bills, the total war costs since Sept. 11, 2001, will reach about $509 billion. Of that, $379 billion will cover the cost of operations in Iraq, $97 billion will be the price tag for Afghanistan operations, and $26 billion will have gone to beefed-up security at US military bases around the world.

    Though the military's operational costs in Iraq and Afghanistan have gone up despite a level number of US troops, the report attributes a large portion of the increased spending to the military's ongoing preparations to sustain combat operations in the two countries for the foreseeable future.

    For example, the report shows that under the category of ``procurement," the funds designated for ``resetting the force" -- replacing or repairing equipment damaged in combat and preparing for long-term fighting -- has jumped from $7.2 billion in 2004 to $20.9 billion in 2005, and $22.9 billion this year. Separately, the Army has told Congress that it estimates it will need at least $36 billion more for equipment, while the Marine Corps has reported it needs nearly $12 billion.

    Another major war cost is for infrastructure -- bases, landing strips, repair shops -- for the forces in Iraq and Afghanistan. These ``operations and maintenance" costs remained steady at about $40 billion per year in 2003, 2004, and 2005, but have spiked to more than $60 billion this year.

    Biro Nasional Riset Ekonomi mengatakan, ekonomi Amerika telah merosot sejak mencapai puncaknya pada Desember 2007.Para pakar ekonomi di biro itu mengukur bobot sejumlah faktor untuk menentukan apakah resesi telah mulai berlangsung, termasuk angka pengangguran, produksi industri, penjualan dan pendapatan riil.

    -Presiden AS George W Bush mengungkapkan penyesalannya, Senin (1/12), telah terjadi krisis ekonomi yang mengakibatkan banyak rakyat kehilangan pekerjaan dan cemas berkurangnya nilai dana pensiun. Ia pun berjanji pemerintah akan melakukan lebih banyak intervensi yang diperlukan untuk mengatasi resesi.

    "Saya minta maaf, ini terjadi, tentu," kata Bush dalam wawancara dengan televisi ABC untuk acara "World News" yang ditayangkan, Senin (1/12). "Tentu saya tidak suka banyaknya orang kehilangan pekerjaan, atau kecemasan tentang 401(k) mereka. Di sisi lain, rakyat Amerika tahu bahwa kami akan mengamankan sistem. Maksud saya, kami ada. Dan jika kami diperlukan melakukan lebih, kami melakukannya."

    Dana pensiun dikenal dengan sebutan 401(k) adalah sistem yang mengizinkan warga untuk menyimpan uang sebelum dipotong pajak dalam bentuk saham atau tabungan lain. Pajaknya baru akan dibayar setelah pensiun.

    Biro Nasional Riset Ekonomi AS mengatakan, ekonomi Amerika resmi memasuki resesi. Ekonomi AS merosot sejak mencapai puncaknya pada Desember 2007. Kesimpulan komite pakar ekonomi tersebut secara umum diterima sebagai kesimpulan resmi mengenai apakah resesi telah mulai terjadi.

    dah ada yg post blom? wa cuma baca awalnya aja...

    klo menurut gwa seh pribadi seandainya amrik jatoh bisa dipastikan semua negara terkena imbasnya... walaupun gwa tau banyak banget orang atau negara yang amat membenci negara adidaya ini (termasuk gwa :P)...

    tapi kita juga harus liat klo banyak banget perekonomian dunia itu tempatnya di amerika.. walaupun banyak orang yg bilang qt harus ngeganti arah untuk tidak melihat ke amerika lagi.. tapi qt juga harus sadar perekonomian di dunia itu disana semua, dan itu ga semudah membalikkan telapak tangan untuk misalnya mengganti perekonomian dunia ke tempat atau negara lain... bisa dibilang pasti jadi efek domino kek sekarang...

    yah ene seh menurut pendapat gwa... tw deh udah ada yg post atw ga... masalahnya gaw cuma baca halaman pertama kawkawkawk.....

    INILAH.COM, Jakarta – Nilai tukar rupiah akhir pekan ini kembali menguat. Beberapa sentimen positif melanda pasar valas, seperti aksi profit taking dolar, perolehan pinjaman luar negeri serta upaya BI menstabilkan nilai tukar dengan berbagai cara.

    Kurs rupiah di pasar spot antarbank Jakarta pada perdagangan Jumat (5/12) menguat 150 poin ke level 11.725 dibandingkan penutupan kemarin di level 11.875 per dolar AS.

    Pengamat pasar uang Edwin Sinaga mengatakan, rupiah menguat terdongkrak aksi profit taking terhadap dolar AS setelah terjadi kenaikannya akhir-akhir ini. Menurutnya, penguatan rupiah dapat bertahan lama di bawah angka 12 ribu per dolar AS, terutama setelah BI melakukan berbagai upaya untuk mendorong rupiah menguat.

    "Penguatan rupiah terlihat dari kisaran 12.050 sampai 12.100 per dolar AS yang dalam waktu hampir sebulan berkisar di angka tersebut," kata Edwin yang juga Direktur Utama PT Finance Corpindo itu, di Jakarta, Jumat.

    Menurutnya, rupiah sempat mencapai angka 12 ribu per dolar AS setelah pemerintah mendapat pinjaman dari Bank Pembangunan Asia (ADB) dan Perancis. Namun sentimen positif itu tidak berlangsung lama.

    “Mata uang Indonesia bahkan kembali terpuruk di atas angka 12 ribu per dolar AS dan terus menjauhi level tersebut hingga mendekati 12.300 per dolar AS,” katanya.

    Pemerintah, lanjut Edwin, juga berupaya menjaga stabilitas rupiah melalui berbagai instrumen BI. Seperti melakukan pengawasan ketat terhadap bank-bank asing yang bermain valas serta berusaha menarik dana pengusaha Indonesia yang parkir di luar negeri.

    Meski demikian, upaya ini dinilai belum memberi nilai positif terhadap pergerakan rupiah. Namun, optimisme muncul dengan membaiknya laju inflasi November 2008 dan kebijakan pemangkasan suku bunga acuan (BI Rate).

    Membaiknya laju inflasi mendorong optimisme masyarakat bahwa pertumbuhan ekonomi Indonesia yang diperkirakan berada pada kisaran 4,5-5% pada 2009 mendatang, akan lebih baik. Meskipun masih di bawah angka pertumbuhan sebesar 6,1% tahun ini.

    "Kami harap pemerintah kembali menurunkan BI Rate, sehingga suku bunga kredit bank yang saat ini mencapai 17% ikut turun dan mendorong sektor riil tumbuh,” tambahnya.

    Berbagai langkah pemerintah itu sempat membuat rupiah menguat mencapai angka 11.775 per dolar AS. Edwin pun yakin, rupiah masih dapat bergerak naik hingga mendekati angka 11.500 per dolar AS.

    Edwin mengatakan, imbauan pemerintah kepada korporasi maupun ibu rumah tangga agar mau melepas dolar semula kurang mendapat respon pasar. Hal ini karena nilai tukar dolar AS cenderung menguat menjelang akhir tahun. “Namun, masyarakat akhirnya menyadari bahwa rupiah sudah turun cukup tajam dan saatnya untuk dilepas,” katanya.

    Pemerintah pun disarankan memperkuat pasar domestik dan mengurangi ketergantungan pada impor, sehingga dapat meningkatkan pertumbuhan ekonomi nasional. Selain itu, ekspor Indonesia juga diminta mencari pasar baru, terutama di kawasan Timur Tengah yang masih berpotensi besar.

    Rupiah sore ini berada di level 7.712,79 atas dolar Singapura, di level 14.968,71 atas mata uang gabungan negara Eropa dan di level 7.562,62 atas dolar Australia. [E1]

    Menurut Direktur Utama PT Financ Corpindo, Edwin Sinaga, penguatan ini berkaitan dengan adanya upaya pemerintah melalui berbagai instrumen BI seperti melakukan kontrol ketat terhadap bank-bank asing yang bermain valas dan berusaha menarik dana pengusaha Indonesia yang parkir di luar negeri agar dapat ditempatkan di pasar domestik.

    Namun, menurutnya, upaya ini belum memberikan nilai positif yang lebih baik terhadap pergerakan rupiah terhadap dolar AS ini.

    Lebih lanjut dia mengatakan, dengan membaiknya laju inflasi Nopember 2008 dan kecenderungan suku bunga acuan (BI rate) turun, rupiah sempat menguat mencapai angka Rp 11.775 per dolar AS. "Kami optimis, rupiah masih dapat bergerak naik hingga mendekati angka Rp 11.500 per dolar AS, ujarnya.

    Edwin mengatakan, apalagi ada imbauan dari pemerintah agar masyarakat mau melepas dolar dan membeli rupiah apabila memang tidak membutuhkannya terutama kepada korporat maupun ibu rumah tangga.

    Membaiknya laju inflasi Nopember itu mendorong masyarakat optimis pertumbuhan ekonomi Indonesia yang diperkirakan berada pada kisaran 4,5-5 persen pada 2009 nanti akan sedikit lebih baik meski masih di bawah angka 6,1% tahun ini.

    JAKARTA - Pembelian kembali (buy back) saham BUMN sejauh ini dinilai sudah berjalan efektif. Sebagaimana yang dilakukan oleh PT Telekomunikasi Indonesia Tbk (TLKM) dan PT Perusahaan Gas Negara Tbk (PGAS).

    Dengan begitu, pemerintah tidak akan membatalkan program buy back BUMN. Bahkan, sisa dana tersebut nantinya bisa digunakan untuk capital expenditure (capex) tahun depan.

    "Program BUMN akan terus dijalankan, melihat kondisi pasar," kata Menteri Negara BUMN Sofyan Djalil, kepada wartawan, seusai salat Jumat, di Gedung Kementerian BUMN, Jakarta, Jumat (5/12/2008).

    Dia pun tidak menampik dengan penilaian para ekonom, bahwasanya buy back sendiri bukan bertujuan untuk melawan pasar, tetapi melindungi para investor khususnya para investor strategis dari kejatuhan investasi di pasar modal.

    Jakarta (ANTARA News) - Pengamat Pasar Uang, Edwin Sinaga, memperkirakan rupiah akan dapat bertahan dalam waktu lama di bawah angka Rp12.000 per dolar AS, setelah pemerintah melalui Bank Indonesia melakukan berbagai upaya untuk mendorong rupiah menguat.

    Upaya ini memang belum memberikan nilai positif yang lebih baik terhadap pergerakan rupiah terhadap dolar AS, ujarnya.

    Lebih lanjut dia mengatakan, dengan membaiknya laju inflasi bulan Nopember 2008 dan kecenderungan suku bunga acuan (BI Rate) turun, maka rupiah sempat menguat mencapai angka Rp11.775 per dolar AS.

    "Kami optimis rupiah akan masih dapat bergerak naik hingga mendekati angka Rp11.500 per dolar AS, ujarnya.

    Edwin mengatakan, apalagi ada imbauan dari pemerintah agar masyarakat mau melepas dolar dan membeli rupiah apabila memang tidak membutuhkannya terutama kepada korporate maupun ibu rumah tangga.

    Semula imbauan kurang mendapat respon pasar, karena nilai tukar dolar AS itu cenderung menguat terutama menjelang akhir tahun ini, namun masyarakat akhirnya juga menyadari bahwa rupiah sudah turun cukup tajam dan saatnya untuk dilepas, katanya.

    Membaiknya laju inflasi Nopember itu mendorong optimisme masyarakat bahwa pertumbuhan ekonomi Indonesia yang diperkirakan berada pada kisaran 4,5-5 persen pada 2009 nanti akan sedikit lebih baik, meski masih dibawah angka 6,1 persen tahun ini.

    "Kami mengharapkan pemerintah akan kembali menurunkan BI Rate, sehingga penurunan akan mendorong sektor riil tumbuh, akibat turunnya suku bunga kredit bank yang saat ini mencapai 17 persen," katanya.

    Pemerintah, katanya, juga harus memperkuat pasar domestik dan mengurangi ketergantungan pada impor, sehingga dapat meningkatkan pertumbuhan ekonomi nasional.

    Selain itu, ekspor Indonesia juga diminta untuk terus mencari pasar baru, terutama di kawasan Timur Tengah yang masih potensial untuk digarap lebih baik, demikian Edwin Sinaga. (*)

    Indonesia Unexpectedly Cuts Key Rate to Boost Growth


    Dec. 4 (Bloomberg) -- Indonesia’s central bank unexpectedly lowered interest rates for the first time in a year to shield Southeast Asia’s biggest economy from the global recession.

    Governor Boediono and his seven colleagues reduced the benchmark rate to 9.25 percent from 9.5 percent, Bank Indonesia said in a statement in Jakarta today. Just six of 23 economists surveyed by Bloomberg News had forecast a cut.

    Indonesia joins other Asian central banks in reducing borrowing costs to help boost growth, after the government cut its economic-expansion forecast for 2009 to a seven-year low of 4.5 percent. The Bank of Thailand yesterday slashed its key policy rate by the most ever.

    “Today’s rate cut tells you that growth is the overarching concern right now,” said Lim Su Sian, an economist at DBS Group Holdings Ltd. in Singapore, who forecasts a quarter-point reduction every month till March. “Eventually the global slowdown must have some kind of impact on the economy and Bank Indonesia is probably aware of it.”

    Indonesia’s government on Dec. 2 said it expects the $433 billion economy to expand 4.5 percent next year, the slowest pace since 2002, as a worldwide slump saps demand for exports. The International Monetary Fund predicts the euro-region economy will contract 0.5 percent in 2009. The U.S. slipped into recession in December 2007.

    Financial Crisis

    “The decision to cut the rate was taken after evaluating financial and economic prospects, both in the domestic and global market,” Bank Indonesia said today. “The impact of the financial crisis on the global economy is getting real.”

    Still, the rupiah has declined 23.5 percent in the past three months, making it the second-worst performing among Asia’s 10 most-traded currencies outside Japan.

    The rupiah rose 0.2 percent to 11,925 against the dollar at 5 p.m. in Jakarta. The benchmark stock index gained 1.1 percent.

    “The high policy rate seems no longer effective for defending the rupiah,” said Alexander Sugandi, an economist at Standard Chartered Plc in Jakarta. “Bank Indonesia wants to signal to the market that it is acting preemptively to prevent growth from slowing sharply in 2009.”

    The central bank will support the rupiah “presumably via further currency intervention,” Robert Prior-Wandesforde, a senior economist at HSBC Holdings Plc in Singapore, said in a note to clients.

    Indonesia’s economy will expand at a slower pace in the fourth quarter than in the preceding three months, said central bank Deputy Governor Hartadi Sarwono. The full impact of the global crisis will be felt in 2009, he said. The economy grew 6.1 per cent in the third quarter from a year earlier.

    More Reductions

    New Zealand’s central bank today reduced its benchmark rate by a record 1.5 percentage points to 5 percent and signaled more reductions. The Reserve Bank of Australia on Dec. 2 lowered its key rate by one percentage point, extending the biggest round of reductions since a recession in 1991.

    Indonesia’s consumer prices increased 11.7 percent in November from a year earlier, after gaining 11.8 percent in October. That’s the highest in Southeast Asia outside Vietnam. Wholesale-price inflation slowed to 27.5 percent in September, when money-supply growth accelerated to 16.9 percent.

    Inflation may slow further after the government cut gasoline prices by 8.3 percent on Dec. 1 and President Susilo Bambang Yudhoyono said subsidized diesel prices may be reduced in the “following month.”

    The central bank said it expects inflation to be in the lower end of its 6.5 percent to 7.5 percent range next year.

    Bank Indonesia also cut its overnight repurchase rate to 9.75 percent, while the deposit rate was raised to 8.75 percent, the central bank said.

    Krisis Global Pengaruhi Hotel di Bali

    Krisis keuangan global secara perlahan mulai memengaruhi pariwisata Bali. Ini tampak dari dibatalkannya beberapa kunjungan wisata yang sudah diagendakan. “Saya perkirakan penurunannya hingga 40 persen,” ungkap Ika Manuaba, Public Relations Manager Hotel & Resort Patra Bali. Artinya, sejumlah rombongan atau tur dari berbagai negara yang telah membooking kamar bakal membatalkan atau menunda kedatangan ke Bali.

    Imbas krisis ini juga mulai menerpa Hotel & Resort Patra Bali. Meski tak mengungkapkan jumlah secara detail, menurut Ika di hotel yang terletak di Kuta Selatan ini menerim a pemberitahuan adanya pembatalan beberapa rombongan turis dari luar negeri.

    “Namun, untuk acara pergantian tahun kita sudah closing,” kata Ika berseri. Diharapkan dari 288 kamar, saat tahun baru nanti, bakal terisi penuh. Artinya tak ada pembatalan dari para tamu, khususnya wisatawan luar negeri. “Sehingga kita bisa menjual event sekaligus room juga,” tambah Ika.

    Sebagaimana di wilayah Kuta lainnya, Patra mayoritas dihuni turis asal Australia. Hanya saja, di hotel milik Pertamina ini, agak berbeda dengan hotel-hotel kebanyakan di Kuta. Di sini mayoritas diisi turis mapan dan berduit.

    Ini tidaklah mengherankan, sebab harga kamar (rate)-nya terbilang mahal. Paling tidak, tamu harus mengeluarkan duit di atas 100 dolar AS semalam untuk kamar biasa. Sedangkan di villa yang pernah menjadi tempat pertemuan antara George W. Bush dan Megawati Soekarnoputri pada 22 Oktober 2003, dibandrol hingga 900 dolar AS semalamnya. Wah! [JS]

    JAKARTA - Pemerintah akan terus berupaya mengembangkan dan menjaga sektor riil di saat krisis ekonomi. Pasalnya, jalan keluar dari krisis tahun ini dan gelombang pemutusan hubungan kerja (PHK) hanya bisa dibantu dengan mengembangkan sektor riil. Sektor ini dinilai bisa menyerap banyak tenaga kerja.

    "Sektor riil selama ini sudah terbukti sebagai safety belt di saat krisis 1998 dan menghadapi krisis tahun ini maka solusinya tetap mengembangkan dan mempertahankan usaha kecil dan menengah," ujar Presiden Susilo Bambang Yudhoyono (SBY), pada saat konfrensi press seusai evaluasi KUR kepada wartawan, di Gedung BRI, Jalan Jenderal Sudirman, Jakarta, Jumat (5/12/2008).

    Komitmen pemerintah untuk mengembangkan dunia sektor riil dibuktikan dengan terus memperbaiki program kredit usaha rakyat dan melanjutkan program ini di tahun mendatang.

    Pasalnya, pemerintah meyakini untuk mencegah dampak yang lebih besar adalah dengan mengembangkan dan mempertahankan sektor riil melalui program KUR.

    Presiden menilai perlu adanya kecermatan dan antisipasi menghadapi dampak krisis. Sebab di saat krisis keuangan global, tidak mungkin ada negara yang bisa kebal.

    Di antaranya, pemerintah akan terus mengekspansi sektor fiskal dan terus menjalankan proyek-proyek di tahun infrastruktur di 2009 serta menciptakan proyek baru di tahun-tahun mendatang untuk menyerap tenaga kerja lebih besar lagi. (rhs)

    Dampak PHK massal bisa diatasi dengan penguatan sektor riil, maka dari itu kebijakan pemerintah terutama BI harus menguatkan sektor riil juga.

    WASHINGTON, JUMAT- Para pemimpin Partai Demokrat dan Gedung Putih Amerika Serikat akhirnya sepakat menyediakan bantuan miliaran dolar untuk membantu industri otomotif AS yang sedang "sakit". Demikian kata seorang pejabat Kongres AS, Jumat, atau Sabtu (6/12) WIB.

    Paket bantuan yang diharapkan lolos pekan depan dan dikirim ke Presiden George W Bush itu nilainya berkisar 15 miliar hingga 17 miliar dolar AS. Nilai itu jauh dari 34 miliar dolar AS seperyi yang diminta kalangan industri, termasuk General Motors, Ford Motor, dan Chrysler pada pekan ini.

    Para pemimpin Partai Demokrat meyakini dana itu akan berlanjut diberikan hingga Barack Obama menggantikan Bush sebagai presiden pada 20 Januari dan sebuah upaya baru itu dibuat sebagai rencana penyelamatan.

    Congress, White House talking $15B auto bailout

    WASHINGTON – Stunned by the loss of 500,000 jobs, congressional Democrats and the White House reached for agreement Friday on about $15 billion in bailout loans for the beleaguered auto industry. President George W. Bush warned that at least one of the Big Three carmakers might not survive the current economic crisis.

    Several officials in both parties said a key breakthrough on the long-stalled bailout came when House Speaker Nancy Pelosi bowed to Bush's demand that the aid come from a fund set aside for the production of environmentally friendlier cars. The California Democrat spoke to White House chief of staff Josh Bolten during the day to signal her change in position, they added.

    The developments unfolded as desperate auto executives pleaded for a second day with lawmakers for loans to help them survive, and the government reported the worst single month's job loss in 34 years.

    Pelosi's office issued a statement saying legislation would come to a vote in the House next week. The Senate is also scheduled to be in session to consider steps to aid Detroit's Big Three.

    "Congress will insist that any legislation include rigorous and ongoing oversight to guarantee that taxpayers are protected and that resources are directed to ensure the long-term viability and competitiveness of the American automobile industry," Pelosi's statement said.

    In a subsequent statement, she added that the billions originally ticketed for development of more environmentally friendly cars would be repaid "within a matter of weeks." Democrats said her hope was to include the funds in an economic recovery bill that lawmakers are expected to prepare for President-elect Barack Obama's signature shortly after he takes office.

    Officials in both parties also said the legislation would include creation of a trustee or group of industry overseers to make sure the bailout funds were used by General Motors Corp., Ford Motor Co. and Chrysler LLC for their intended purpose. The funds are designed to last until March, giving the incoming Obama administration and the new Congress time to consider the issue anew.

    One senior Democratic aide also said Pelosi was seeking a provision that would bar the automakers from using any of the funds to pursue a legal challenge to states seeking to implement tougher auto emission standards. The aide spoke on condition of anonymity because the legislation was not yet drafted.

    At the White House, Bush declared the economy was in a recession, and he urged a gridlocked Congress to act quickly on a multibillion-dollar industry bailout — with taxpayer protections.

    "We are going to have to have some give here," replied Massachusetts Rep. Barney Frank, a senior House Democrat, expressing optimism that compromise might be possible. It wasn't clear whether he was prodding Bush or Pelosi with his comments, but Republicans said there had been no lessening in Bush's refusal to tap the $700 billion financial industry bailout fund to help the automakers.

    There were also fresh calls during the day for the Federal Reserve to come to the rescue of the Big Three, possibly in the form of low-cost loans. And Frank said he had talked with Tim Geithner, President-elect Barack Obama's choice for treasury secretary, a possible sign of involvement by the incoming administration.

    "I am concerned about the viability of the automobile companies," a somber Bush said as a fresh report showed that employers slashed 533,000 jobs in November.

    The president added, "I'm concerned about those who work for the automobile companies and their families. And likewise, I am concerned about taxpayer money being provided to those companies that may not survive." Bush did not elaborate, but executives at both GM and Chrysler have warned that their storied corporations could collapse by year's end.

    In addition to the November layoffs, GM announced it will cut shifts at factories in Lordstown, Ohio, Orion Township, Mich., and Oshawa, Ontario, in February as a result of slumping auto sales. About 2,000 jobs were involved, bringing the year's total to 11,000.

    The chief executives of GM, Ford and Chrysler, testified for a second day before Congress in support of their plea for a $34 billion bailout in the form of loans. "We believe this is the least costly alternative," Chrysler LLC chief executive Bob Nardelli said.

    For the day, at least, their appeals were overtaken by the severity of the job loss figures, the worst in 34 years.

    Frank said repeatedly that the unemployment statistics had quieted talk of allowing one or more of the automakers to go bankrupt.

    "I think it's fair to say that the jobs report today, this disastrous jobs report, has heightened the interest in doing something." With trademark wit, he added, "If we are lucky we will come out with a bill here that nobody likes, because any bill that any individual liked couldn't pass."

    Bush renewed his call for Congress to rewrite an existing $25 billion program intended to help the industry make more fuel-efficient vehicles. But the president did not explicitly foreclose other options, and Republican aides said the White House might be open to some sort of compromise.

    Congressional budget analysts have said tapping the fuel-efficiency program for a broader auto bailout would net only $7.5 billion in short-term cash but amended that to say adjustments were possible that could double that amount. Pelosi and environmentalists had opposed making use of those funds. Instead, they wanted the administration to take money from a $700 billion financial industry bailout that cleared Congress last fall.
