Battlefury is a good item. No one's denying that. However many heroes have better, more specialized options. The two examples you listed, Centaur and Jug, are two such examples of having bigger priorities; Centaur needs to rush blink for positioning stuns, and Radiance or Manta Style to draw fire to himself. Juggernaut, on the other hand, needs to balance damage, IAS, and EHP; Battlefury's one dimension makes it a poor candidate for a primary damage item, because he'll still be lacking in EHP (so once you get disabled/silenced, you're dead), and without IAS your ultimate won't be as effective as it could be.
