I just come up with this idea and some concept around this. So please comment on the concept, rather than the numbers. I can not think of a special name for this item as well so at the meantime i will just use this. The other name that came up my mind is Eyes of Medusa. But Medusa is already a hero name, so i don't know it is appropriate or not.

Why ?
Ring of Basilius is one of very benefit item at the beginning for such a cheap price. Most INT/AGI/STR heroes need it as well. But for some INT/AGI heroes, the only upgrade that is available for Ring of Basilius is Vladmir's Offering. However, Vladmir's Offering is not suitable for most of those heroes. Most of the time, when we play INT heroes, we end up selling this the ring. This new item, give a new choice for heroes that need some upgrade to their Ring of Basilius. Which can be a supportive item that synergy with a supportive roll that most of INT heroes have.
Ability:
- +3 Devotion Aura
- +250 Hit Points
- +200 Mana
- Blind. (Active)
Effect : Reduce the target sight to 250 and the target will have 13% miss on every attack.
Last : 8 seconds
Cooldown : 25 seconds
Mana cost : 80
Range : 600
Why this item ?
I think that DotA has evolved so much nowadays and this item can add a new dynamic into the game. Also, it can give wider gameplay to DotA.
Functions:
- This can be a teamwork item.
It can be used to blind a main melee attacker to disorganize with his/her whole team members. Melee attacker still can see within 300 area radius so he can still attack his targeted target. This only make him unable to focus on opponent's ranger attacker/caster. This gives some safety to low hp, range INT/AGI heroes to move around during the battle.
- This can be a disable item.
By reducing heroes sight. Heroes can not function wholely as the heroes can be. Such as if it is cast on Lina Inverse, she has to move around to find her target to cast her Laguna Blade. Tanker will be hard to maneuver, since it is usually use to stick to main caster or weak range agility heroes.
- This can be an escape tool.
Blind the target and then run away. But if the heroes get too close to us, then it will be useless too. So we also need to time the timing in using this item. If the target is a range hero, then we can maneuver out of danger then portal home. With blink dagger, we can 100% run out of safety zone. With Eye of FoNoG, not always 100%. Because only 1 hero that is blinded, his/her ally still can hunt us down.
- This can be an ambush item.
Blind the target, and then do whatever we want if we are range heroes. Similar with blink in with blink dagger, but this is more complex. If we cast from the max range, then enemy can run away. If we cast it too close, the enemy can see us.
- This item has more variety to use with.
Such as, if we have a decisive channeling skill, but the opponent have a hero that can cancel our spell like Lucifer or stunner. We can blind him first, sandking/maiden/Enigma can then cast his ultimate.
Notes:
Although this item can seem like very powerful. But remember only one hero is blinded during the battle. The other can still see us and kill us. It can be fun too if all 10 heroes get one of this.
Consideration:
- The cost. I don't know the cost will be too cheap or not.
- The requirement. At first i want to make this into many parts, just like Eul or Guinsoo. But since looking at it can be an escape tool and its variety of usefullness, i decide to make it a new single item.
- The name can be change to Eye of IceFrog. Because personally i think IceFrog has done great great job in developing this game and it is time for him to get some credit in the game.
